The Ngauranga Public Dump Station is primarily a commercial stock effluent waste disposal that also provides a dump station for motor caravanners.

While functional, it is not the most pleasant dump station for motor caravanners to use. You drive over a grill area where stock trucks dump their effluent, and need to get out to empty your toilet cassette. The area does get automatically spray cleaned, but you'd want to clean your shoes before getting back into your van.

Unfortunately, there are not a lot of other dump stations in the Wellington central area. The best option is the Evans Bay Marina PDS, which also includes fresh water and freedom camping.
