Certified self-contained vans can park overnight in any council parking area that is not sign-posted as prohibited.

You risk a $200 fine for ignoring the rules.
Whangarei District Council also provides four designated freedom camping areas for self-contained vehicles
as well as 18 sites that permit non self-contained camping options.
Parking spaces and van length are limited at these sites and they are very popular, so be sure to arrive early
if you want to park overnight. We recommend you avoid these during the summer season.

There is a large council carpark at the junction of Hatea and Riverside drives that is suitable for motorhome parking.
It is also well used, but there are usually enough empty spaces to find a suitable place for a large van. It's just $2 per day to park there ($4 if you use two marked spaces), and certified self-contained motor caravanners can park overnight for no extra cost.
There is also parking along the road and beside the river.
It's just a short walk to the Marina shopping centre, and also Pak n Save for buying groceries.
