Certified self-contained vans can park overnight in any council parking area that is not sign-posted as prohibited.

You risk a $200 fine for ignoring the rules.
Whangarei District Council also provides four designated freedom camping areas for self-contained vehicles
as well as 18 sites that permit non self-contained camping options.
Parking spaces and van length are limited at these sites and they are very popular, so be sure to arrive early
if you want to park overnight. We recommend you avoid these during the summer season.

There is a small carpark and reserve for accessing Ruakaka beach. Certified self-contained motor caravanners can park overnight.
The reserve is small, but quite nice, and provides access to the beach. However, it is close to a busy abalone processing plant, which makes the location feel a bit industrial.
The local police constable at the Ruakaka shopping centre recommended not parking there overnight for safety reasons. It maybe ok if there is more than one motorhome, and you don't have room in the larger Ruakaka Beach Reserve.
