Walking up to the Lookout
The Ross Track leading back down the mountain
The Mt Parihaka Lookout provides views out over Whangarei and includes parking allocated for motorhomes. These are marked out as only for motorhomes, which should ensure that you can find parking when you get to the top.
There is also a track up to the top, which you could use to walk up if you're feeling energetic.

The Whangarei District Council no longer allows freedom camping in this location.
